栾建章，男，1971年2月生人，中国人民大学国际关系学院毕业，法学博士，山东大学中外战略对话研究中心兼职教授。先后在外交部、中国驻澳大利亚使馆和中央外事办公室工作，现任中共中央对外联络部研究室副主任，长期从事国际关系和中国对外战略等方面的研究，曾主持编写《国家地理——从地理版图到文化版图的历史考察》、《中国外交官眼中的世界热点》等书，发表《科学发展观与新形势下的对外工作》等多篇论文。
