郭业洲，男，汉族，生于1966年2月，江苏淮安人，大学学历。1993年7月加入中国共产党，研究员。1983年9月在北京外国语学院德语系学习，1987年8月在中联部参加工作，历任中联部西欧局德国处副处长、处长、八局副局长、研究室副主任（副局级）、研究室主任（正局级）、二局局长、新闻发言人。
2014年1月任中共中央对外联络部副部长。
