序言
纪念胜利,反对战争,祈愿和平,成为国际形势纷繁复杂的2015年的主旋律和最强音。
2015年是世界反法西斯战争胜利70周年,也是中国人民抗日战争胜利70周年,同时是联合国成立70周年。联合国举行纪念大会,世界各国以不同方式纪念胜利,表达对和平与繁荣的美好期望。9月3日,纪念中国人民抗日战争暨世界反法西斯战争胜利70周年大会和盛大阅兵仪式在北京隆重举行。习近平主席发表重要讲话,强调要铭记历史、缅怀先烈、珍爱和平、开创未来,极大地振奋了民族精神,在全世界爱好和平的人民心中引起强烈共鸣。
2015年是人类历史上首次大规模使用化学武器事件发生100周年。4月21日,禁止化学武器组织和缔约国在首次大规模使用化学武器的比利时伊珀尔举行特别仪式,回顾和反思100年来化学武器带来的巨大灾难和为消除化学武器走过的艰难历程,缅怀和悼念化学武器的所有受害者,并发表《伊珀尔宣言》,重申为了全人类而彻底铲除化学武器的决心,最强烈地谴责任何人任何组织在任何情况下使用化学武器,强调化学成就只能用于造福人类。
国际社会彻底消除化学武器威胁的努力一刻没有停止。2015年缅甸和安哥拉正式加入《禁止化学武器公约》,缔约国总数达到192 个,公约普遍性进一步提高。全球库存化学武器91.41%已被销毁。《禁止化学武器公约》核查机制不断强化,禁止化学武器组织全年开展356次现场视察,其中115次针对化学武器销毁相关设施,241次在工业设施进行,年度工业视察次数保持在历史最高位。禁止化学武器组织国际合作与防护方案继续聚焦缔约国履约资助及促进化工经济和技术发展。为加快实现《禁止化学武器公约》的宗旨和目标,第20届缔约国大会决定,将每年4月29日定为国际禁止化学武器组织日;将《海牙伦理准则》确立为《禁止化学武器公约》规范下的化学实践准则;成立教育与外联咨询委员会,通过加强社会宣传,以进一步凝聚国际社会的广泛共识,不断巩固多年来人类社会为根除化学武器所做的努力和取得的成果。但同时,2015年国际安全形势依然波诡云谲。叙利亚危机再次成为世界关注的焦点,在叙利亚武装冲突中使用化学武器的报道屡见报端。8月7日联合国安理会通过第2235号决议,决定建立禁止化学武器组织联合国联合调查机制,对叙利亚境内发生的氯气等化学武器袭击事件开展调查。禁止化学武器,维护世界和平,依然任重道远。
中华民族历来爱好和平,历经战争磨难,更加珍惜和平。中国积极参与全球治理,展现责任担当,推动构建以合作共赢为核心的新型国际关系,强调打造人类命运共同体。2015年国务委员杨洁篪在京会见禁化武组织总干事尤祖姆居,重申中国支持《禁止化学武器公约》宗旨和目标的一贯立场,表示中国重视公约的作用,认真履行公约义务。作为日本化学武器受害国,中国积极推动日本遗弃在华化学武器销毁进程并给予日本方面必要的协助;作为工业履约任务最重、宣布设施数量占全球四分之一的发展中国家,2015年中国共接受禁止化学武器组织各类视察36次,公约生效以来累计接受各类视察429次。在历次视察中,中央政府相关部门、地方各级政府和被视察企业均给予视察组以积极的工作配合和良好的后勤保障,保证了视察的顺利进行。各级履约主管部门高度重视履约和监控化学品管理工作,强化源头管控,开展专项监督检查,引导企业建立自律机制,不断夯实履约工作基础,提高监控化学品管控能力,坚决查处违规建设生产和经营使用行为。各履约相关部门精诚合作,不断创新加强宣传工作,提高履约工作透明度。国家履行《禁止化学武器公约》工作办公室与外交部、国防部相关司室联合组织编辑出版《中国履行〈禁止化学武器公约〉报告》(2014),获得广泛关注;外交部和国防部联合举办《还人民一片净土处理日本遗弃在华化学武器工作纪实展》,吸引了各界群众参观。中国高度重视履约国际合作,努力促进国际合作与援助条款的实施。2015年,与禁止化学武器组织合作,在北京举办了第13届亚洲地区履约国家主管部门会议暨首次亚洲地区履约教育和外联会议,与军地院校合作举办履约培训和交流活动,为促进公约有效实施发挥建设性作用,作出突出贡献,获得了国际社会的广泛赞誉。
今天的中国是世界和平的坚决倡导者和有力捍卫者。中国愿与国际社会一道,继续全力推动《禁止化学武器公约》的全面有效实施,为建立一个没有化学武器的世界,使化学成就完全用于造福人类,作出持续不懈的努力。

Preamble
Commemoration of victory, opposition to war and invocation for peace were the main theme played fortissimo during the year of 2015 in which global landscape was sophisticated.
The year 2015 marked the 70th anniversary of World Anti-Fascist War, Chinese Peoples Victory against Japanese Aggression and the founding of the United Nations. The UN held an assembly to commemorate this year and countries all over the world echoed in various celebrations for victory to express their kind wishes for peace and prosperity. On September 3rd, China held a conference to commemorate this 70th anniversary of World Anti-Fascist War and Chinese Peoples War against Japanese Aggression in Beijing with a grand military parade. Its President Xi Jinping made an important speech which emphasized efforts to heed the lessons of history, pay tribute to forerunners who dedicated themselves in the war, cherish peace and embark on a journey toward a bright future, which greatly encouraged the Chinese people and resonated with the fervent hope for peace around the globe.
This year also marked the centenary of the first large-scale use of chemical weapons in human history. On April 21st, at a special meeting was held by the Organization for the Prohibition of Chemical Weapons OPCW and its States Parties in Ieper, Belgium - the place where chemical weapons were first used in large scale - to review and reflect on the devastating impacts brought by chemical weapons as well as the arduous efforts made to eliminate them, honor the memory of their victims and issued the Ieper Declaration to reaffirm the determination to completely eliminate chemical weapons for the sake of all mankind, condemn in the strongest possible terms their use under any circumstances by anyone or any organization and emphasize that achievements in the chemical sciences shall only be used for the benefit of human beings.
The world has never stopped its effort to thoroughly eliminate threats posed by chemical weapons. In 2015, Myanmar and Angola officially acceded to the Chemical Weapons Convention CWC, adding the number of CWC States Parties to 192 thus raising its popularity. 91.41% of global inventory of chemical weapons were completely destructed. Inspection on CWC implementation was enhanced by OPCW who performed 356 on-site inspections within the year, of which 115 were to address facilities for chemical weapons destruction; the rest 241 inspections were done in industrial facilities, maintaining the highest frequency of such inspection. OPCW continued to focus its international cooperation and protection schemes on assisting States Parties to implement the Convention and promote the development of chemical economy and technology. To facilitate the fulfillment of purposes and objectives of the Convention, the 20th Conference of the States Parties decided to designate April 29th as the OPCW Day; recognize the Hague Ethical Guidelines as elements for ethical codes related to the practice of chemistry under the Convention; establish an Advisory Board on Education and Outreach so as to form extensive consensus within the international community through public campaigns and to consolidate efforts and progress made by the human society regarding the elimination of chemical weapons. At the same time, however, the year 2015 also witnessed sophisticated international security landscape which was ever-changing. Syria once again became the center of global attention with frequent news on the use of chemical weapons in armed conflicts. The UN Security Council endorsed its Resolution 2235 on August 7th with a decision to establish an OPCW-UN joint investigation mechanism on the use of chemicals, including chlorine gas, as weapons in attacks in Syria. There is still a long way to go in eliminating chemical weapons and safeguarding world peace.
The Chinese people have always loved peace and cherished it even more after suffering years of wars. As one of the active players in global governance, China has undertaken its due responsibilities, facilitated the formation of a new type of international relations based on win-win cooperation and stressed the creation of the community of shared destiny. In 2015, State Councilor Yang Jiechi met OPCW Director-General Ahmet zmc, during which Yang reaffirmed Chinas position to support CWC purposes and objectives and expressed that China prioritized the role played by the Convention with serious fulfillment of its obligations. As one of the victims of Japanese chemical weapons, China was active in facilitating the destruction of Japanese Abandoned Chemical Weapons in China and provided assistance to the Japanese government when necessary; of all developing countries, China has the most challenging implementation obligations, with declared industrial facilities accounting for 14 of the total declared by all States Parties. In 2015, it received 36 OPCW inspections, increasing the accumulated number to a total of 429 after CWC entered into effect. During each inspection, governments at both central and local levels together with inspected enterprises provided positive cooperation and well-arranged logistics to ensure smooth inspection. All implementing bodies attached great importance to implementation and management of controlled chemicals through strict source control, special monitoring and examination and business self-discipline to lay solid foundation for implementation, improve capacities in controlled chemicals management and punish improper production, operation and uses. Implementing bodies also worked closely to intensify and innovate publication and education to improve transparency. The National Office for the Implementation of Chemical Weapons Convention NOI worked with the Ministry of Foreign Affairs MFA and the Ministry of National Defense MND in the editing and publication of the Report on Chinas Efforts to Implement the Chemical Weapons Convention 2014, which raised great attention; the Recovered Clean Ground Exhibition on the Disposal of Chemical Weapons Abandoned by Japan in China co-organized by MFA and MND attracted thousands of visitors. China prioritizes international cooperation on implementation of the Convention as well as its articles on assistance. In 2015, China and OPCW jointly held the 13th Regional Meeting of National Authorities of States Parties in Asia and the 1st Regional Meeting on Education and Outreach for States Parties in Asia in Beijing and collaborated with military institutes in organizing the implementation trainings and exchanges, which proved to be constructive and contributive in effective CWC implementation and was highly appraised of by the international community.
China is now a firm advocator and powerful guard of world peace. It is willing to join hands with other countries to promote full, effective implementation of the Convention and contribute to a world that is free of chemical weapons and in which achievements in the chemical sciences are all in the benefit of human beings.
